Compliance Governance

UC San Diego’s compliance governance structures ensure a coordinated effort to meet our legal and ethical obligations.

Compliance Committees

Committees play a key role in maintaining an effective compliance program at UC San Diego. These committees bring leaders from different functional areas of UC San Diego together to collaboratively identify, prioritize, and respond to compliance matters.

Compliance, Audit, Risk and Ethics (CARE) Committee

The CARE Committee serves as the primary oversight committee for all compliance, audit, risk and ethics activities at UC San Diego. The CARE Committee is co-chaired by the Chief Ethics and Compliance Officer (CECO) and the Executive Vice Chancellor (EVC), and membership includes all Vice Chancellors and other key leaders.

The Committee provides oversight and advice to the UC San Diego Chancellor on matters pertaining to compliance with laws, regulations, and UC policies and procedures; the external and internal audit program; the compliance program; and the identification and assessment of institutional enterprise risk.

The CARE Committee provides oversight of risk assessment tools for campus use in identifying and mitigating high-risk compliance issues and reviews and approves the following on an annual basis: (1) Institutional Risk Work Plan; (2) Health Risk and Compliance Work Plan; and (3) Audit & Management Advisory Services Audit Plan.

Committees Reporting to CARE

The committees below act in an advisory capacity to the Compliance, Audit, Risk and Ethics (CARE) Committee within their respective areas of compliance responsibility.

Clery Compliance Committee

The Clery Compliance Committee ensures that UC San Diego has comprehensive policies and procedures designed to protect and inform our campus community in compliance with the Clery Act. The committee oversees the compiling and reporting of crime, disciplinary, and fire statistics and the completion of the Annual Security and Fire Safety Report in accordance with Clery Act requirements.

Athletics Compliance Committee

The Athletics Compliance Committee provides guidance and oversight on matters pertaining to NCAA compliance and intercollegiate athletics risk management.

Risk Steering Committee

The Risk Steering Committee reports to the Chancellor and the CARE Committee on matters pertaining to the institutional risk portfolio. The Risk Steering Committee assists in the identification of institutional risks and in the development and implementation of risk mitigation plans.

Information Security and Privacy Council

The Information Security and Privacy Council advises on matters of privacy, information security, the application of Federal and State privacy laws, and risk. The committee develops and oversees technological tools and policy to ensure privacy and security, responds to security incidents, and devises strategy for communication with constituents.

Health Sciences Executive Compliance Committee

The Health Sciences Executive Compliance Committee provides general oversight of UC San Diego Health’s compliance processes and procedures and monitors performance with respect to the legal and regulatory requirements of its healthcare business operations.

Cybersecurity Governance Committee/Cybersecurity Risk Executive

The Cybersecurity Governance Committee (CGC) provides leadership and oversight to the cybersecurity program in alignment with the UCOP Cyber Risk Governance Council's charge to improve and maintain a solid security posture to protect UC data and information assets.​​

Youth Protection Oversight Committee

The Youth Protection Oversight Committee oversees the UC San Diego Youth Protection Program and Youth Program Registry. The Committee monitors compliance, ensures best practices, and advises the CARE committee on recommendations related to the Youth Protection Program.
